Hine, of

Tom Hine began his law career with the
Department of Interior in Washington, D.C. in
the area of natural resources law. He moved to
southern Nevada as Field Solicitor advising the
Bureau of Reclamation on water, power, and
administrative law matters. He then became
General Counsel of the Western Area Power
Administration where he was in charge of all
legal services for a federal electric utility
agency. He served for ten years as the Area
Manager of the Phoenix office of Western Area
Power and retired at the beginning of 1994.
Mr. Hine's areas of expertise are electric power
law, water law, and environmental law. Mr. Hine
was born in New York City, moved to Colorado in
1954, lived in various places in the west,
arriving in Arizona in 1990. Mr. Hine obtained a
B.A. from the University of Colorado in English
literature, M.A. from the University of Denver
in medieval history, and a J.D. from the
University of Denver.
