Phyllis L. N. Smiley,  Associate

Phyllis L. N. Smiley practices primarily in the areas of municipal law, real estate and land use law, with particular expertise in zoning and land development, elections, annexations, public records, open meeting law and general legal advice.  She assists the firm in its role as general counsel for the municipalities of Gilbert, Miami, Litchfield Park and Clifton.  She has served as a presenter at several continuing legal education seminars, speaking primarily on land use, zoning and annexation issues.

Ms. Smiley is a member of the American Bar Association, the Arizona State Bar Association, the Maricopa County Bar Association and the Arizona Women's Lawyer's Association.

Ms. Smiley, a native Hoosier, has resided in Arizona since 1984.  She received her Bachelor of Education degree in mathematics and psychology with honors from the University of Michigan.  She attended Arizona State University College of Law serving as Executive Managing Editor of the Arizona State Law Journal and graduating cum laude in 2000.  She was admitted to practice in Arizona the same year and is admitted to practice before the U.S. District Court for the District of Arizona and the Ninth Circuit Court of Appeals.
